PMO Manager for a satellite PMO to the EPMO 

Location: Saudi Arabia
Description

Job Summary:

To establish a new PMO based on AIPMO framework and concepts which are aligned to the client’s construction standards. The PMO manager will identify the services required, prioritize and build the capability and capacity to deliver the services. The PMO manager will build the PMO team to ensure its delivery its services which include identifying building the sector project schedule including associated issues, risks and challenges that could impede the design, build and operationalization of over 1000 cross-sector assets (real-estate, soft and hard assets) to meet Neom’s vision.

You will be working within your sector (utilities, health, sport, transport, etc.) and the project teams to ensure a structured and robust approach to PMO management. This will including working and/or building the local scheduling (team).

Client interaction will range from planning, design, engineering and construction.
The PMO manager will report both to the EPMO (who reports directly to the CEO) and to the local sector.

Supervisory Responsibilities

Build a team of up to 8 people.

Duties/Responsibilities:

Establish the PMO by determining the current and future demands and how these translate into PMO services. Ensure the PMO services are aligned to the sector strategy and needs. Maximizing the PMO’s domain of influence which will be within the sector.
Recruit and manage the PMO team
Designs, builds and run new PMO services and/or reuses existing group PMO services
Supports initiatives from the EPMO
Supports the sector leads in their PMO services requirements as they arise

Qualifications

Required Skills/Abilities:

  • Big picture, ability to deal with ambiguity and politics
  • Excellent verbal, written communications, critical thinking and organizational skills
  • Strong supervisory and leadership skills.
  • Expertise in problem management, consulting, facilitation and frameworks.
  • Expert in MS office, Oracle P6, and other project scheduling tools

 

Education and Experience:

  • MSc in Project management, PMO management, or related field
  • AIPMO certified IPMO-P or IPMO-E
  • Ideally a chartered engineer who has worked in the Middle East in construction or related.
  • At least 15 years in Project, program management and PMO management

Risk Manager (specialist) for Enterprise PMO 

Location: Saudi Arabia
Description

Job Summary:

As part of the EPMO. the Risk Manager (specialist) will design and oversee the risk management program, assessing and identifying risks that could impede the design, build and operationalization  of over 1000 assets (real-estate, soft and hard assets) to meet Neom’s vision.

You will be working with sectors (utilities, health, sport, transport, etc.) and the project teams to ensure a structured and robust approach to risk management. This will including working with the scheduling team who build and maintain the integrated master schedule for Neom.

Client interaction will range from C level personnel to the management teams in engineering.

Supervisory Responsibilities

Working with a risk specialist in the EPMO, therefore likely to manage one team member.

Duties/Responsibilities:

Establish/review/extend risk management framework policies and procedures to identify, categorize and address risks across the organization (regions, sectors, departments and projects) and partners with a focus on risks impacting the integrated master schedule (IMS).

Conducts complex risk assessments, collecting and analyzing outputs from workshops, documentation, statistics, reports, and other data sources.

Recommends/reviews and supports the implementation of risk management tool.

Reviews and analyzes metrics relating to the organization

Drafts and presents risk reports and proposals to executive leadership and senior staff.

Performs other duties as directed.

Qualifications

Required Skills/Abilities:

  • Thorough understanding of policies and best practices of risk management in complex organizations. Ideally have worked in construction and the government sectors

Specialist PMO Coordinator 

Location: Saudi Arabia
Description

YOUR ROLE

• Operationalize the EPMO target operating model
• Build trust relationships with the key stakeholders including suppliers
• Identifying and monitoring project and/or programmed and/or portfolio risks
• Ensure risk management system, processes and governance are effective
• Ensure document management system and other systems are operational and are continually improved
• Drives the completion of projects on time, within budget, and within scope
• Measures, tracks and reports on project performance and milestones
• Proactively identifies and addresses areas for improvements as well as risks and countermeasures
• Ensure management information requirements is understood and implemented
• Provides timely and regular status updates to stakeholders as defined in the stakeholder management plan and communications management plan • Identifies and brings to timely resolution project risks and issues, and escalates issues to the sponsor as needed
• Sets up and ensures execution of project communication plan

Qualifications

EDUCATION AND EXPERIENCE

• Master Degree
• 10‐20 years of experience construction projects
• Chartered Engineer

Specific experience

• 10+ years in project/program/portfolio management
• 10+ years in PMO management
• Mega projects/complexity projects delivery
• 12+ years international work experience

Policy Development Officer

Location: Riyadh, Saudi Arabia
Description

The Policy Development Officer will operate as an advisory role and will be concerned with the guiding rules and principles of Saudi Government Departments. Reviewing, developing, and implementing policies and strategies for their assigned area. Responsibilities vary according to project requirements, but can include:

  • Working with the team to identify and develop key policy areas
  • Assembling, interpreting, and analyzing information
  • Briefing partners and other external organizations
  • Providing regular updates
  • Working effectively with other stakeholders

Initial project is for 6 months, but can be extended upon successful completion of probation period and ongoing work opportunities. Working hours will be 48 hrs per week and salary will be circa 40k to 50k (Sar/Month), depending upon experience, and inclusive of accommodation travel and car allowance.

Qualifications

Minimum of 8 years of experience and 3rd level education is a must, professional recognition preferred. A relevant degree is desirable, and most graduates entering this field will need a first degree or postgraduate qualification in a relevant subject area, such as:

  • Politics
  • Economic research
  • Public administration
  • Social work
  • Social policy
  • Policy studies

Candidates will require an in-depth understanding of multi-level democracy, public policy in the KSA (or Middle East) further afield), and how public policy is formulated. This should include relevant experience in government departments through PMO with specific reference to financial strategy development.
